On September 25, the headquarters of the long-established gang Hirai Ikka in Toyohashi, Aichi Prefecture, was surrounded by heavy police presence. Officers from across Japan—Hokkaido, Chiba, Hyogo, and others—stood watch as members in traditional hakama lined up solemnly in front of the building.

At around 10 a.m., luxury black vehicles escorted by security cars arrived, heightening the tension. Emerging from one of them was Teruaki Takeuchi (65), the top leader of Kodokai, a core organization within the Sixth Yamaguchi-gumi, Japan’s largest yakuza syndicate.

📌 The Ceremony of Succession

The day’s event was a formal succession ritual (keishō-sakazuki), marking the handover of the Kodokai presidency from Takeuchi to Masahiro Nonai, previously the gang’s deputy leader. Takeuchi assumed the newly created position of “president emeritus.”

Because Hirai Ikka is itself a secondary group under the Yamaguchi-gumi, it hosted the ceremony. For law enforcement, this was a high-alert event—by 11 a.m., over 40 investigators were on-site, closely monitoring movements inside and outside the compound.

🔍 Symbolism Behind the Power Shift

Experts note that this succession represents more than a change in leadership—it’s a deliberate move to preserve the “Shinobu–Takayama–Takeuchi lineage,” a reference to the past Yamaguchi-gumi chiefs. Kodokai, known as the syndicate’s strategic and financial backbone, continues to wield considerable influence across the entire organization.

Analysts also point out that the timing—just before the group’s traditional “start-of-year” period—signals a sense of urgency to stabilize internal governance amid the ongoing split conflict with the rival Kobe Yamaguchi-gumi, now entering its tenth year.

With Takeuchi now serving as supreme advisor and Nonai leading Kodokai, observers see a generational shift unfolding within the Sixth Yamaguchi-gumi. The reform and rejuvenation of its leadership could reshape the future power structure of Japan’s organized crime scene.

The solemn yet symbolic ceremony underscores one reality: the traditions of the underworld endure—even as its hierarchy evolves.
